Source Control /Change Control

The action of an SCM system is divided into two parts: Check-out, (or charge-out, reserving components to be changed), logging the changes themselves for auditing and status accounting and (oh yeah) making the changes is part one. The second part is evaluating conflicts and impact, building, merging and checking-in software.
